Vladimir Putin approved a list of instructions following the April 15, 2021, joint meeting on social issues, which involved the State Council Presidium and the Agency for Strategic Initiatives, an autonomous non-profit organisation for promoting new projects.
Instructions to the Government of the Russian Federation and the Agency for Strategic Initiatives, in cooperation with the State Council commissions on State and Municipal Administration, Social Policy, Healthcare, and Education stipulate introducing amendments to legal acts regulating the provision of social services. These amendments must abolish unnecessary procedures restricting citizens’ right to obtain such services.
Members of the State Council commissions on State and Municipal Administration, Social Policy, Healthcare and Education and the Agency for Strategic Initiatives are instructed to help create a mechanism for exchanging best regional practices in the social sphere and introducing them in the activities of social, educational and medical organisations, as well as employment services.
The Agency for Strategic Initiatives is instructed to create a database on the best regional practices for providing social services to citizens; to introduce targeted regional models in healthcare, the labour market and employment support, and social protection; and to compile a rating survey for evaluating the efforts of regional executive agencies to create a high quality and people-friendly environment.
The Working Group of the Presidential Council for Strategic Development and National Projects is instructed to monitor the implementation of the National Social Initiative.
