To coordinate the activities of federal authorities, the authorities of the Russian Federation constituent entities, other government bodies and local governments in the sphere of the state national policy and ensuring their interaction with civil society institutions in the course of its implementation, the President resolved to approve the State National Policy Strategy of the Russian Federation until 2036.

The Strategy is a strategic planning document in the sphere of national security that sets out the goals, principles and priorities of the state national policy of the Russian Federation, the tasks for ensuring the implementation of its priorities, as well as the instruments and mechanisms for its implementation.

The Strategy is aimed at safeguarding the national interests of the Russian Federation, strengthening the historical unity and integrity of the Russian Federation, preserving and protecting the ethno-cultural identity of its peoples, ensuring the constitutional rights and freedoms of its citizens, harmonising inter-ethnic relations, coordinating the activities of federal authorities, the authorities of the Russian Federation constituent entities, other government bodies and local governments and ensuring their interaction with civil society institutions in implementing the state national policy. The Strategy is based on the principles of a democratic federal state.

The legal framework of the Strategy includes the Constitution of the Russian Federation, a number of federal laws and executive orders of the President of the Russian Federation, regulatory legal acts of the President and the Government, strategic planning documents on socioeconomic development, national security safeguards, the fight against extremism, the preservation and strengthening of traditional Russian spiritual and moral values, regional development, education, and foreign, cultural, language, youth and migration policies, as well as other documents regulating relations in the sphere of the state national policy.

Corresponding instructions have been issued to the Government of the Russian Federation.
