Opening the Dyurtyuli-Achit section of the M12 Vostok Motorway

The President took part, via videoconference, in a ceremony for opening the Dyurtyuli-Achit section of the M12 Vostok Motorway.

The new more than 275 km-long motorway is an extension of the M12 Motorway to Yekaterinburg. The section crosses the Republic of Bashkortostan, the Perm Territory, and the Sverdlovsk Region.

Dyurtyuli-Achit is a four-lane expressway which will make traffic safer, divert freight traffic away from populated areas, reduce travel time, and provide high-speed connections between major regional centres.

President of Russia Vladimir Putin: Good afternoon, friends.

Today, we are opening a new section of the Dyurtyuli-Achit Motorway that is over 275 kilometres long. It will become an important part of the M12 Vostok Motorway. Modern motorways will connect St Petersburg and Moscow to Yekaterinburg, the capital of the Urals Region and a leading scientific, industrial and cultural centre of Russia. But there is more to it.

The entire length of the motorway will feature high-speed, seamless, and traffic light-free traffic, which will cut the travel time from Yekaterinburg to Moscow almost by half.

Driving will become more comfortable and safe, the number of passengers and cargo transported will increase, and the domestic tourism will receive a boost. Access to our country’s natural and cultural attractions will improve.

The regions through which this motorway passes – the Moscow, Vladimir, Nizhny Novgorod and Sverdlovsk regions, the Chuvash Republic, Tatarstan and Bashkortostan, as well as the Perm Territory – will feel the economic effect. All these constituent entities will see their investment appeal and business activity improve, be able to engage in comprehensive development of the territories, launch new production facilities, and create high-paying jobs.

Undoubtedly, the regions located in the gravity zone of this motorway will also receive a positive socioeconomic boost, and regional interconnectivity will increase. Travelling from Chelyabinsk to Kazan, Vladimir, or Moscow will take much less time now.

Notably, a large number of safe and user friendly engineering facilities, bridges, interchanges and overpasses have been built during the construction of the motorway. Please, also note that just like the rest of the motorway, the new section will be landscaped and outfitted with modern service facilities, electric lighting, parking lots, petrol stations, and communications.

We intend to continue building the Vostok Motorway all the way to Tyumen and connect it to the upgraded core road network in Siberia and the Russian Far East. This is what I meant when I said there is more to launching this section of the motorway.

Without a doubt, we will consider building motorways to the state border with Kazakhstan, Mongolia, China, and the Democratic People’s Republic of Korea, which will significantly increase our transit capabilities. The motorway will be integrated into the international transport architecture and become an important and competitive logistics artery.

Just like the entire M-12 Vostok Motorway, the section we are opening today is managed by state-owned company Avtodor. Tomorrow, July 17, will mark its 16th anniversary. Avtodor is making a weighty contribution to building expressways in our country, with the total length of the roads increasing by more than 2.5 times during the time the company has been in charge. I would like to congratulate the company’s tight-knit team on this remarkable date and wish you success, new achievements, and all the best.

I would like to close by thanking all the workers, engineers, builders, and designers involved in building this motorway. Your hard work, responsible and professional work ethic have once again proved that our country can build quickly, build a lot, and build to high standards. We can implement ambitious infrastructure projects of national and international importance.

Thank you for everything you have accomplished over this time. Let us continue this meeting, this event.

Vladimir Putin: Colleagues, once again, congratulations on today’s event. There remains much to be done. I am confident that all these plans will get implemented.

On top of this solemn event, I would like to let the new Minister of Transport, Andrei Nikitin, know that I am in Magnitogorsk now, and I met with Magnitka Plant workers, who had a question about the airport renovation.

As you may be aware, the reconstruction was supposed to be completed in late 2024, but, unfortunately, it did not. I understand that you are still getting up to speed on the new job, but, still, please keep this project in mind. That is the first point. Secondly, take a look at the expert assessment. It needs to be completed as soon as possible. It could have been completed early in the year, but that did not happen, either.

Then, we need to look at the funding. I am aware that the corresponding amounts – 1.6 billion or 2.6 billion – were supposed to be included in the budget. Please check to see if the money is there. If not, make sure these figures, the figures we need, show up there.

Please, report to me next week on what will be done in the coming months, and whether we, whether you – the agency and the contractor – will be able to complete this work next year, and when exactly? Okay?

Minister of Transport Andrei Nikitin: Mr President,

We will definitely be able to do it. I will report to you on how we are going to do it before the week is out. We will do everything that needs to be done.
