Instructions following a meeting of the Presidential Council for the Development of Physical Culture and Sport

Vladimir Putin approved a list of instructions following a meeting of the Presidential Council for the Development of Physical Culture and Sport, held on October 19, 2023.

The Government of the Russian Federation was instructed to make amendments to the Strategy for the Development of Sports Industry through 2035, which aim to strengthen Russia’s technological sovereignty in physical culture, sport and sports medicine and ensuring priority use of domestic sports products by those who engage in physical culture and sports in the Russian Federation. The Government was also instructed to approve a package of measures on developing a modern branch of the sports industry in 2025–2027. At the same time, it is necessary, in particular, to provide for the creation by 2035 of industrial-sports clusters; for an increase in the production and expansion of the range of domestic sports products; for reduction of dependence on imports of sports products required for high performance and professional sports; for additional measures of state support for Russian manufacturers of sports goods; for improvement of mechanism for certifying domestic types of sports products with international sports federations; and for allocation, starting in 2025, of federal budget appropriations for the financial support of the implementation of the said strategy and package of measures.

Instructions to the Government concern, in particular, the granting of subsidies to Russian producers for testing new, competitive domestic sports equipment and facilities; legal regulation of relations linked with directing, distribution and spending of targeted allocations from gambling proceeds, paid by organisers in bookmaker offices, including spending of such allocations on developing sports for people with disabilities; the holding of the Russia – Country of Sports international sports forum in Ufa in 2024; the conduct of sports parades in Moscow’s Red Square; allocation, starting in 2026, of a portion of federal budget revenues from taxes on tobacco products and alcohol, in the form of subsidies to the regions of the Russian Federation for the construction of sports facilities for mass sports and physical rehabilitation; and the placement of stories about Russian physical culture and sports events on Russian national compulsory public TV channels.

A number of instructions were given to the Government with a view to developing the Russian video game industry and ensuring the safety of information they contain. Instructions concern support and development of the market of domestic video games and game services, and efforts to attract investment in their development and increase the competitiveness of Russian developers of video games. They also apply to the monitoring of information contained in video games and disseminated via them and control of its statutory compliance; monitoring and accounting of financial transactions related to the use in the Russian segment of the internet of video games owned exclusively by foreign organisations.

 In addition, the Government of the Russian Federation was instructed to compile a report on the role of NGOs involved in activities in the area of physical culture and sport, new conceptual approaches to the development of their activities and a draft package of relevant measures with a view to ensuring free access of Russian athletes and sports organisations to international sports activities and facilitating their depoliticisation. Instructions also concern the development of new formats and promising organisational-legal forms of equitable multilateral international sports cooperation; rational and effective interaction of Russian sports federations on individual sports with corresponding international sports federations; and improvement of legislative and other legal acts in the area of physical culture and sport.

The Government was instructed to make amendments to the State Programme on the Development of Physical Culture and Sport, which are aimed at creating in all regions of the Russian Federation the conditions for adaptive physical culture and sport, in part, for participants in the special military operation. With this aim in view, the Government should provide for the allocation, starting in 2024, of additional federal budget appropriations to co-finance regional expenses on the relevant measures.

The Government was also instructed to ensure that there is full-cycle production of specialised food for athletes at domestic companies, including the development of domestic components of such products. In addition, the Government was instructed to make amendments to legislation providing for an increase in the targeted deductions from lotteries, in part in order to raise the level of funding to develop physical fitness and sport.

The Government of the Russian Federation, together with executive bodies of the Russian Federation constituent entities, was given a number of instructions, which concern, in particular, the availability level of sports facilities for the population; bolstering workforce capacity in the area of physical culture and sport; property tax exemptions for federal and regional sports and training centres; development of standard modular sports facilities with due consideration of natural and climate conditions; creation of a national network of sports and training centres for training sessions of Russian national teams in different climate and time zones; additional opportunities for medical rehabilitation of participants in the special military operation involving physiotherapy exercises and adaptive physical culture equipment and methods.

Separate instructions were given to the Government of the Russian Federation along with the government of the Sverdlovsk Region, the cabinet of ministers of the Republic of Tatarstan, the government of the Primorye Territory and the administration of the Krasnodar Territory.

A number of recommendations were given to executive authorities of the Russian Federation constituent entities with participation of local self-government bodies.

Some recommendations were given to the State Duma with the participation of the Government of the Russian Federation, as well as to the Olympic Committee of Russia and the Paralympic Committee of Russia.

Instructions to the Presidential Executive Office concern the creation of an interdepartmental commission on the interaction of the Presidential Council for the Development of Physical Culture and Sport with NGOs and the conduct of the Council’s meeting on the role of NGOs in the development of physical culture and sport.
