Amendments to legislation introducing responsibility for spreading information via the Internet

Vladimir Putin signed Federal Law On Amendments to the Federal Law on Information, Information Technologies and Protecting Information and Certain Legislative Acts of the Russian Federation on Regulating Information Exchange Via Information and Telecommunications Networks.

The Federal Law introduces amendments to Russian legislation that governs the spread of information and exchange of data between Internet users.

The law sets forth the responsibilities of the organiser of the spread of information on the Internet (individuals responsible for ensuring the function of information systems and/or computer programmes, intended and/or used for receiving, sending, delivering and/or processing electronic messages for Internet users).

Also, the law sets forth the rights and responsibilities of bloggers (owners of Internet websites and/or website pages where publicly accessible information is posted and which are being accessed by more than 3,000 Internet users per day), including in the case of posts and use of publicly accessible information by other Internet users.

The Federal Law also requires a corresponding federal executive agency to keep a register of such websites (or website pages) and also sets forth the rights and responsibilities of such agency with regard to keeping such register.

Individuals or legal entities failing to fulfil their responsibilities under the Federal Law shall be held administratively liable.
