Vladimir Putin approved a list of instructions following a meeting of the Presidential Council for Strategic Development and National Projects held on June 6, 2025.
The Government, within the framework of implementing measures to achieve the national development goals of the Russian Federation for the period up to 2030 and the long-term perspective until 2036, is instructed to ensure the incorporation of the findings from the analysis conducted by the Accounts Chamber concerning the results of national project implementation between 2019 and 2024; complete the formation of the regulatory framework required for the execution of national and federal projects; update the target indicators of the Unified Plan for achieving the national development goals of the Russian Federation until 2030 and the long-term perspective until 2036, as well as national projects, taking into account the results achieved in 2024 and the first six months of 2025; and harmonise national projects with the provisions of the Spatial Development Strategy of the Russian Federation for the period up to 2030 with projections until 2036, making amendments to the relevant documents to the extent necessary.
Instructions to the Government include, but are not limited to, finalising national projects aimed at ensuring Russia’s technological leadership; incorporating comprehensive indicators to assess the level of technological sovereignty in priority economic sectors within these national projects; enhancing the efficiency of regulatory frameworks in the sectors where such national projects are implemented; and completing the formation of the Technological Support of Bioeconomy national project to ensure Russia’s technological leadership.
Additionally, the Government is instructed to finance expenditures under relevant state programmes for the implementation of measures included in long-term plans for the comprehensive socio-economic development of cities and agglomerations in the Far Eastern Federal District and core communities in the Arctic zone of Russia; transition to a new mechanism for preferential lending programmes, including support for investment projects in the form of capital grants; and support initial and secondary share public offerings by Russian companies on the domestic financial market.
To facilitate the advanced development of unmanned aircraft systems, the Government is instructed to finalise the regulatory framework establishing unified legal regulations for the use of airspace and near-Earth space, as well as a unified identification system for unmanned aerial vehicles used for the benefit of the Russian economy; introduce a new class of Russian airspace; and increase exports of aircraft systems and related services.
The Government, in collaboration with the State Council commissions on Long and Active Life and Family and regional executive authorities, is instructed to analyse the efficiency of regional programmes aimed at increasing birth rates and to propose additional demographic policy measures, with particular attention to regions with low birth rates, and implement additional measures to ensure the achievement of planned indicators under the Long and Active Life and Family national projects.
Further instructions to the Government, jointly with the Roscosmos State Corporation, include amending regulatory instruments to implement, no later than 2026, a market-based model for providing Earth remote sensing data from space (including high (sub-metre) resolution satellite imagery) obtained using Russia’s orbital constellation; attracting private investment for projects in the space sector; increasing the share of extra-budgetary funding in the overall financing of the national project for the Development of Space Activities of the Russian Federation until 2030 and extending it to 2036; eliminating regulatory barriers that hinder private sector involvement in space activities; and facilitating access to scientific and testing infrastructure for such organisations.
The Government, in collaboration with the Russian Popular Front, is instructed to engage citizens and local self-government bodies in the implementation of national projects; establish a unified standard of state support for large families, encompassing not only targeted assistance measures but also social privileges; develop the institution of general practitioners to improve access to primary healthcare, including in rural areas; reduce administrative burden on teaching staff in general education institutions; and support exports of civilian products manufactured by small and medium-sized enterprises specialising in the development and manufacture of unmanned aircraft systems.
Federal executive authorities are instructed to submit reports on the adoption of new technological solutions, including those developed under national projects aimed at ensuring Russia’s technological leadership.
