The President approved a list of instructions following the meeting of the Council for State Policy on Promoting the Russian Language and the Languages of the Peoples of the Russian Federation, held on June 5, 2025.
An instruction to the Presidential Executive Office, in coordination with the Government of the Russian Federation, concerns the establishment of the Day of Languages of the Peoples of the Russian Federation.
The Presidential Executive Office, together with the Russian Federation Government, the Presidential Council for State Policy on Promoting the Russian Language and the Languages of the Peoples of the Russian Federation, and with the participation of the Union of Writers of Russia, has been instructed to submit proposals for the organisation of a nationwide songwriting competition.
An instruction to the Presidential Executive Office, in cooperation with the Directorate of the Rossiya Exhibition of Achievements and the Presidential Council for State Policy on Promoting the Russian Language and the Languages of the Peoples of the Russian Federation, pertain to the creation of cultural and educational interactive spaces aimed at popularising and promoting the Russian language. These spaces are to be established at the Russia National Centre and its regional branches.
The Ministry of Education, in collaboration with the Presidential Council for State Policy on Promoting the Russian Language and the Languages of the Peoples of the Russian Federation, and with the participation of the Russian Book Union, has been instructed to analyse the needs of school libraries for updating their collections. The findings are to be submitted to the Government of the Russian Federation.
The Government of the Russian Federation, in cooperation with the Presidential Council for State Policy on Promoting the Russian Language and the Languages of the Peoples of the Russian Federation, and the Russian Book Union, has been instructed to launch a programme starting in 2026 for the introduction of a “children's book card” for families with children aged 3 to 6. The card will have a value of 3,000 rubles. The instructions also provide for the development of a mechanism to select eligible book publications for purchase under the programme, and procedures for scientific and public evaluation of these materials. The Government has been tasked with ensuring the programme’s approval, implementation, and funding within 2026.
The Government of the Russian Federation, in coordination with the Presidential Executive Office and the Council of Ministers of the Republic of Crimea, has been instructed to hold a congress (conference) of specialists in Russian language in the Republic of Crimea in 2026. The event will bring together Russianists from the Republic of Crimea, Sevastopol, the Donetsk People’s Republic, the Lugansk People’s Republic, as well as the Zaporozhye and Kherson regions, and will be held in the Republic of Crimea.
The Government of the Russian Federation, together with the Presidential Executive Office and the Foreign Ministry, has been instructed to submit proposals concerning the establishment of a unified scientific and methodological centre that will be responsible for reviewing educational materials on the Russian language developed for foreign students and for coordinating the efforts of educational and other institutions engaged in the promotion and support of the Russian language abroad.
