Vladimir Putin signed Federal Law On Amendments to Certain Legislative Acts of the Russian Federation.
The Federal Law regulates issues related to monitoring the condition of permafrost.
According to the Federal Law, state background monitoring of the condition of permafrost is a long-term observation of the phenomena and processes occurring in permafrost soils at natural sites in order to identify their degradation, during which information about the condition of permafrost is collected and then used for analysing, assessing and forecasting its condition.
State background monitoring of the condition of permafrost is part of state environmental monitoring and is carried out in accordance with the procedure established by the Government of the Russian Federation.
