In accordance with Federal Law On Commissioners for Children's Rights in the Russian Federation, Children’s Ombudsman Maria Lvova-Belova has submitted her 2024 annual report to the President. The report details the results of her activities, including the analysis of citizens’ appeals, results of monitoring, strategic programmes’ outputs, and proposals concerning legislative amendments.
The year 2024 became a landmark year for family policy in the Russian Federation, having been officially declared the Year of the Family in accordance with Presidential Executive Order. In response to ongoing demographic challenges, several key strategic documents have been adopted. The Commissioner for Children’s Rights played an active role in their development. Notable initiatives include the Plan of Major Events for the Year of the Family and the draft Strategy of Action for Family and Demographic Policy and Support of Large Families until 2036, developed in November 2024 in accordance with the Plan.
In 2024, the federal commissioner received 17,917 appeals – a 22.8 percent increase on the previous year. Regional commissioners received 81,931 appeals, an increase of 8.5 percent on 2023. Conversely, the number of appeals from the new regions (the Donetsk and Lugansk people’s republics, the Zaporozhye and Kherson regions) saw a significant decrease of 46.9 percent, falling from 3,419 in 2023 to 1,815 in 2024. This trend suggests that local authorities are becoming more effective at resolving issues on the ground.
In 2024, the children’s rights office maintained its strong focus on supporting the families of participants in the special military operation, as well as children and families residing in the new regions. The implementation of the Commissioner’s four strategic programmes continued throughout the year: Children in the Family, Russia’s Teenagers, Lifelong Support, and a Country for the Children.
Building on the success of a project to prevent social orphanhood among children under four (under the Children in the Family programme), the Commissioner proposed a national initiative to inspect systems for the prevention of social orphanhood. This initiative, approved by the President, was subsequently carried out in collaboration with the Government and the heads of Russian regions.
