Talks with President of Kyrgyzstan Sadyr Japarov

Vladimir Putin held talks in the Kremlin with President of the Kyrgyz Republic Sadyr Japarov, who is in Russia on a working visit.

Russia’s delegation participating in the meeting included Foreign Minister Sergei Lavrov, Deputy Prime Minister and Co-Chair of the Russian-Kyrgyz Commission on Trade, Economic, Scientific, Technical, and Cultural Cooperation Alexei Overchuk, Deputy Chief of Staff of the Presidential Executive Office Maxim Oreshkin, Presidential Aide Yury Ushakov, Deputy Finance Minister Alexei Moiseyev, and Promsvyazbank CEO Pyotr Fradkov.

Beginning of talks with President of Kyrgyzstan Sadyr Japarov

President of Russia Vladimir Putin: Mr Japarov, friends, good afternoon.

We are very pleased to welcome you to Moscow.

We met recently in Minsk during our work within the EAEU framework. In my view, everything proceeded very successfully there – including thanks to our hosts – and yielded positive results.

As regards bilateral relations, we welcome this opportunity, during your working visit, to review all aspects of our cooperation.

First and foremost, of course, we refer to economic matters. Our progress in this area has been sound and steady. Last year, trade turnover grew by over 11 percent, and in the first four months of this year it increased by more than 17 percent. We may therefore state that we are achieving the results we seek.

A considerable number of Russian enterprises operate in Kyrgyzstan. Russia remains one of Kyrgyzstan’s principal trade and economic partners, and this is further supported by our forward-looking plans.

The well-known investment fund continues to operate effectively. A significant number of projects have already been implemented, and they play an important role in the development of Kyrgyzstan’s economy.

We attach due importance to the cultural aspects of our cooperation – education in particular. At present, some 200 Russian teachers are working in 43 schools across Kyrgyzstan. We recently inaugurated new school construction projects, and there are plans to expand the number of Russian-language schools.

I would like to highlight – and to thank you for – the special status accorded to the Russian language in Kyrgyzstan. This enables us to work more efficiently across various domains, including the economic sphere.

Given the scale of our relations, there is, naturally, a broad range of issues to be discussed. Allow me once again to say how delighted we are to welcome you and your delegation.

Today presents an excellent opportunity to discuss key issues in bilateral cooperation. I hope that we will be able to exchange views on further advancing the Kyrgyz-Russian strategic partnership and alliance in the interests of both of our nations. There is complete mutual understanding and trust between our countries; there are no political differences or contradictions.

Mr Putin, we very much look forward to your visit to the Kyrgyz Republic as part of your participation in the CSTO Collective Security Council session in November 2025.
