Vladimir Putin met with Chelyabinsk Region Governor Alexei Teksler at the Magnitogorsk Iron and Steel Works.
Alexei Teksler opened his report with information about the support provided to the servicemen engaged in the special military operation and their families. A single standard for support measures has been launched in the region in line with the Presidential instruction. An unparalleled rehabilitation centre for the SMO participants is now operational, and plans are in place to expand it into all major cities in the region. Medical rehabilitation is a top priority. The regional military hospital operated by the Defence Ministry has been renovated in full. The regional hospital for war veterans is undergoing renovation. A decision has been made to build a centre for adaptive sports. The Heroes of the Southern Urals personnel training programme – an answer to the Time of Heroes federal programme – has been launched in the region. It is designed to train staff leaders from among the SMO participants for subsequent employment with the federal and municipal bodies of authority and state-owned companies, as well as for promotion of socially significant projects.
The governor spent a moment discussing the aid provided by the region to Volnovakha, Yasinovataya, and Avdeyevka in the Donetsk People’s Republic. Four billion rubles were invested between 2022 and 2024, and 82 facilities were repaired, rebuilt, or built. This year, 38 more facilities will be added to that list. Feedback from residents is positive.
The accomplishments under the national projects also came under discussion. In the healthcare sector, 134 facilities have been built and 266 facilities repaired. This year, 98 facilities more will be built or repaired, of which 18 are new construction projects, including four large district hospitals (the rest are rural paramedic centres), and 80 facilities have been repaired. Staffing issues are being addressed. Early diagnosis and treatment of cancer, cardiovascular diseases, and a number of other conditions top the list of priorities.
The educational infrastructure is making wide strides. According to the governor, 16 schools and 73 kindergartens have opened since 2019. Five new schools will open this year. Under the Professionality programme, 22 centres have been set up – more than in any other region – 20 of which combine classroom training with practical training. Alexei Teksler also covered measures to support youth. If a young student couple studying at a vocational school or a university has a young child, this family is eligible to a payment of one million rubles, which can be used to cover tuition, or, just like the maternity capital, be used to buy housing. In a matter of one year that this programme has been in effect, 73 student families have benefitted from it. The governor also noted that the number of large families in the region has grown by a third over the past six years, and the birth rate is higher than the Russian average.
Speaking about the key infrastructure projects, Alexei Teksler mentioned a world-class inter-university campus, which will become fully operational in 2027, a science and engineering centre at Magnitogorsk State Technical University, a children’s surgical complex and a multidisciplinary medical centre in Magnitogorsk that can be used by patients from anywhere in the region. Its construction will be completed by the 100th anniversary of Magnitogorsk in 2029. Many public-private projects are underway. In particular, the regional authorities partnered up with the Russian Copper Company to build an all-purpose sports arena, and with the Chelyabinsk Zinc Plant to build a football and track-and-field arena. The governor also mentioned a large cathedral currently under construction, renovation of the Magnitogorsk Airport, and an ambitious investment project to build an all-season ski resort in Asha with 65 kilometres of slopes, 19 chairlifts, and 3,500 hotel rooms.
The governor touched upon the macroeconomics as well, informing the President that the GRP had doubled to 3 trillion rubles from 1.5 trillion rubles in just over five years.
