Sergei Ivanov’s meeting with media representatives

December 8, 2014, The Kremlin, Moscow

On the eve of International Anti-Corruption Day, Chief of Staff of the Presidential Executive Office Sergei Ivanov met with media representatives. The meeting addressed the results of anti-corruption audit in respect of several state corporations and companies.

Other participants in the meeting with journalists included Presidential Aide and Head of the State-Legal Directorate Larisa Brychyova, Presidential Aide Yevgeny Shkolov, and Head of the Presidential Directorate for Countering Corruption Oleg Plokhoi.

The Chief of Staff of the Presidential Executive Office announced that a corruption audit was carried out in such organisations as the Pension Fund, Vnesheconombank, the Housing and Utilities Reform Fund, the Deposit Insurance Agency and the Russian Highways state corporation. About 5,000 violations were identified.

According to Mr Ivanov, in the first six months of 2014, 3,700 officials were subject to disciplinary action following audits of their declarations on income and expenditures, with 162 dismissed due to loss of trust. In the first nine months of 2014, 8,000 people were convicted of corruption-related crimes, including 45 deputies and deputy candidates. 500 law enforcement agents were also subject to criminal penalties. Fines were issued to 4,600 individuals. Over 3,000 officials filed applications on being induced to corruption-related crimes, which resulted in criminal proceedings being launched against 692 potential bribe givers.

As regards countering stock exchange manipulations, Mr Ivanov said that this is the work for the Central Bank, the Finance Ministry and the Federal Financial Monitoring Service, reminding the audience that a list of instructions has been signed following the Presidential Address to the Federal Assembly, which contains one particular point dealing with this issue.

Among the results already achieved, Mr Ivanov listed the implementation of international anti-corruption standards in Russia, introduction of stricter monitoring over incomes and spending by officials, and the introduction in virtually all of the agencies of authorised authorities for preventing corruption and conflict of interest. Russia has fully ratified the UN Convention against Corruption, including Article 20 on unjust enrichment, Mr Ivanov stressed.

In addition, the Chief of Staff of the Presidential Executive Office announced that Russia is actively cooperating with other nations and international organisations in the fight against corruption. In particular, following a UN resolution, St Petersburg will host the next (sixth) Conference of the States Parties to the United Nations Convention against Corruption.
