December 11, 2000

The President instructed Sergei Ivanov, Secretary of the Security Council, to sign the Convention and Protocols on Russia’s behalf.

The President forwarded a message of greeting to participants in the political meeting convened in Palermo to sign the UN Convention against Transnational Organised Crime.

The message said, in particular:

“Combating such threats as drug trafficking, illegal arms deals, money laundering, corruption, trafficking in persons and illegal migration currently demands pooled global efforts, with a systemic and comprehensive approach, and every country mobilising its resources.

“It is of great importance that none other than the United Nations has successfully implemented the idea by drafting a special Convention, a unique international legal instrument called upon to make an effective tool of international cooperation against transnational organised crime.

“Russia is determined to take an active part in implementing practical measures for a stronger alliance at bilateral, regional and global levels.”
