Greetings on the opening of the 5th International Science and Practical Conference Global Threats to Biological Security: Problems and Solutions

June 10, 2025

Vladimir Putin sent greetings to participants and organisers of the 5th International Science and Practical Conference Global Threats to Biological Security: Problems and Solutions.

The message reads, in part:

“Every year, meetings in this format attract an increasing number of participants, underscoring their prestige and significant impact. This time, heads of state agencies, research institutions, medical centres and public associations from 30 countries, as well as delegates from various international organisations, have gathered in Sochi.

Issues surrounding biological security have become particularly relevant, linked to global instability and the lack of progress in achieving the objectives outlined in the Biological and Toxin Weapons Convention.

Russia and its partners from friendly countries consistently advocate for measures to strengthen collective mechanisms aimed at preventing the development and proliferation of weapons of mass destruction that utilise infectious microorganisms and toxins. In this context, we attach great importance on extensive international cooperation, as well as collaboration within regional initiatives and agreements.

Our country is always ready to assist in rapid response efforts to address environmental threats, including outbreaks of dangerous infectious diseases in any region. It is essential that, we uphold the principles of equality and respect for the sovereignty of all states while working together in this sphere.

I am confident that during the conference, you will have the opportunity to share experience you have accumulated and to chart new forms and guidelines for constructive cooperation.”
