Joint meeting of State Council commissions on transport and energy, and the presidium of the Government Commission on Transport

The State Council commissions on transport and energy, and the presidium of the Government Commission on Transport held a joint meeting.

The meeting participants included Presidential Aide, Secretary of the State Council Igor Levitin, First Deputy Prime Minister Andrei Belousov, Deputy Prime Minister Marat Khusnullin, Head of the Republic of Buryatia, Chairman of the State Council Commission on Transport Alexei Tsydenov, First Deputy Chairman of the State Duma Committee on Energy, Deputy Chairman of the State Council Commission on Energy Dmitry Islamov, Chairman of the State Duma Committee on Transport and Road Infrastructure Development Yevgeny Moskvichyov, Chairman of the State Duma Committee on Energy Pavel Zavalny, Deputy Minister of Transport Valentin Ivanov, CEO and Board Chairman of Russian Railways Oleg Belozerov, as well as heads of Russian regions and representatives of concerned federal and regional bodies of executive authority, and shipping companies.

The meeting participants discussed plans to develop the infrastructure of the Baikal-Amur and Trans-Siberian railways for the period until 2030 and further.

Valentin Ivanov and Oleg Belozerov presented updates on the documentation for the investment project titled “Modernisation of the railway infrastructure of the Baikal-Amur and Trans-Siberian railways with the expansion of throughput and capacity (third phase).” Andrei Belousov and Marat Khusnullin evaluated this project, stressing its paramount importance in modernising the Baikal-Amur Mainline and Trans-Siberian Railway for the country’s development. They emphasised the necessity of delineating priority actions for its execution, considering shippers’ demands to increase capacity to 210 million tonnes by the end of 2030 and 270 million tonnes by the end of 2032.

Alexei Tsydenov and Dmitry Islamov provided updates on the outcomes of the commissions’ review of proposals concerning the long-term development of the Baikal-Amur Mainline and the Trans-Siberian Railway. They underscored the importance of continuing collaborative efforts to fulfil the President’s instructions aimed at prioritising railway development in the eastern regions of the country.

Igor Levitin stressed the significance of the Baikal-Amur Mainline and Trans-Siberian Railway development project for intra-regional transportation within the Siberian and Far Eastern federal districts and the necessity of incorporating programmes for socio-economic development in the relevant territories and strategies for improving energy infrastructure and specific industries into its implementation plans.

Following the discussion, the meeting participants approved the investment project passport titled “Modernisation of the railway infrastructure of the Baikal-Amur and Trans-Siberian railways with the expansion of throughput and capacity (third phase).”
