The meeting attended by heads of law enforcement, security and supervisory bodies, and regional governors, discussed the progress in implementation of presidential instructions issued at previous meetings on security in the North Caucasus.

Dmitry Medvedev sent his condolences to President of Pakistan Asif Ali Zardari following a series of terrorist attacks that have caused much loss of life. 

According to FSB Director, the group was planning to conduct a terrorist attack in Pyatigorsk on that same day, October 26. As a result of a special operation, two militants were killed, four have been captured, and over two hundred kilograms of explosives and their components have been seized.

Federal Security Service Director Alexander Bortnikov, Interior Minister Rashid Nurgaliyev and President of the Chechen Republic Ramzan Kadyrov briefed Dmitry Medvedev on the special operation following a militants’ attack on the Chechen Parliament.

Dmitry Medvedev signed Federal Law On Ratification of the Agreement on Training of Officers for Counter-Terrorism Agencies of the SCO Member States.

Dmitry Medvedev signed Federal Law On Ratification of the Shanghai Cooperation Organisation Counter-Terrorism Convention.

The Government has been instructed to take the necessary measures to provide assistance to survivors and the victims’ families.

Dmitry Medvedev sent his condolences to President of Pakistan Asif Ali Zardari following a terrorist attack in Lahore.

Mr Bortnikov briefed the President on the results of special and tactic operations in the North Caucasus.

Dmitry Medvedev discussed regional issues and ways of developing economic cooperation with President of Afghanistan Hamid Karzai, President of Pakistan Asif Ali Zardari, and President of Tajikistan Emomali Rahmon.

Dmitry Medvedev met in Sochi with President of Afghanistan Hamid Karzai. Economic and political cooperation were the main subjects of discussion. Mr Medvedev particularly noted the importance of joint efforts in fighting terrorism and drug trafficking.

The meeting discussed employment, education and healthcare development issues, and attracting investment to the region.

Dmitry Medvedev signed Federal Law On Amendments to Certain Legislative Acts of the Russian Federation on Combating Legalisation (Laundering) of the Proceeds of Crime, and Financing Terrorism. 

The President heard reports from Head of the FSB Alexander Bortnikov and Minister of the Interior Rashid Nurgaliyev on the investigation into the attack on the Baksan Hydroelectric Power Plant and a report by Deputy Prime Minister Igor Sechin on his trip to Kabardino-Balkaria. Head of the Kabardino-Balkarian Republic Arsen Kanokov also took part in the meeting.

Dmitry Medvedev sent his condolences to President of Uganda Yoweri Museveni following terrorist attacks in Kampala, which have caused many victims.

Dmitry Medvedev submitted Shanghai Cooperation Organisation Convention Against Terrorism to the State Duma for ratification.

Dmitry Medvedev sent his greetings to participants of plenary meeting of the Global Initiative to Combat Nuclear Terrorism (GICNT).
