Meeting with Head of the Republic of North Ossetia-Alania Sergei Menyailo

Vladimir Putin held a working meeting with Head of the Republic of North Ossetia-Alania Sergei Menyailo to discuss the socio-economic progress of the region.

Sergei Menyailo reported to the President that in the past seven months, the industrial production index reached 110 percent as compared to last year. The copper factory has been restored and now produces pure copper for the defence and industrial sector and the electronics sector. A plant has been rebuilt to produce all types of fodder with a capacity of 250,000 tonnes per year. Two plants engaged in stonemasonry and the production of aerated concrete are operating in the region. The BTK company opened a sewing workshop with 600 jobs; another facility for 1,000 jobs will be built soon. A project is being implemented to build an artificial slate plant.

The volume of dispatched industrial products increased by over 40 percent as compared to the same period last year; agricultural production grew by 2.5 percent. Housing construction has increased by 50 percent. The consolidated budget increased by 12.3 percent. The total volume of funding the implementation of all planned measures this year has been 36 billion rubles due to the republic’s participation in all state programmes, including the implementation of national projects.

Sergei Menyailo also briefed the President on the implementation programme for the socioeconomic development of Beslan, the Prigorodny and Mozdok districts. Vladimir Putin asked whether the landslide danger in the Mozdok district is being included in the plans. Sergei Menyailo said that this issue has been aggravated recently in several settlements and required the relocation of its residents. A two-year relocation programme has been developed but the region needs help.

Sergei Menyailo spoke about the implementation of the presidential instructions to develop tourism. The Government has allocated grants worth over 600 million rubles for the construction of glamping sites for 2023–2024. Other investment projects are being realised such as the Mamison year-round mountain resort. At the moment, building foundations are being built as well as three parking lots and a garage for snowcats, and utility lines have been laid. Ski tracks are being built, as well as upper and lower stations. Plans call for concluding the first stage of construction by the 2024–2025 winter. The Alania Park project is also being realised with a cable way installed and a 1,700-metre track built. Alania Park will be both a ski resort and a theme park.

As for investment, Sergei Menyailo said that today there are more than 30 billion in extra-budgetary investment. Last year it was 24 billion. In particular, the Alania greenhouse, valued at 18 billion, is being launched. The first phase will be completed by the end of this year. The area of the first phase is 60 hectares. In addition, the head of the republic reported apple orchards had been increased by 850 hectares. For the first time last year, 250 hectares of vineyards were planted, meaning winemaking is being revived in the region.

Sergei Menyailo also reported that, in line with the President’s instructions, an economic development model for the republic was developed and approved by the Government. There are five breakthrough projects and 11 subprojects in this model. Today, 18 billion rubles have already been invested, 800 jobs have been created, or about 2,500 jobs, including projects that were not included in this model.

Support for the special military operation was also discussed. The 58th Army, which is based in the capital of the republic, Vladikavkaz, is taking part in the operation. According to Sergei Menyailo, public associations and the authorities, including local ones, stepped in to help. Social passports have been created for the mobilised, volunteers and active military personnel who have been seriously injured. Each family is assigned a social worker. A branch of the Defenders of the Fatherland Foundation is working. As part of the assistance for the new regions, a humanitarian centre has been deployed in Zaporozhye; more than 1,000 tonnes of all types of humanitarian aid and more than 1,400 tonnes of water have already been sent there. As needs arise, the issues are resolved online.

The President asked Mr Menyailo to remain focused on this, because it is essential for the country and the people on the frontline. Mr Menyailo said that he and representatives of his administration visit the sponsored Chernigov District in the Zaporozhye Region. A permanent representative of the republic is stationed there, medical teams are there, and more than 7,000 textbooks have been supplied to schools. Three schools were repaired and one kindergarten prepared for winter. Now, at the request of the head of the district administration, the roof of an ancient temple is being repaired. Water distribution has been restored in Chernigovka, and additional water trucks sent, because the area is large and water distribution is still difficult. A mobile medical station has also been sent, in which needed examinations can be carried out.

Vladimir Putin drew the head of the republic’s attention to children’s preschools. Sergei Menyailo said that the republic had developed a programme for the overhaul of preschools and asked for support, noting that the republic was concentrating on small kindergartens in villages that need to be maintained.
