Meeting of State Council Commission on State and Municipal Administration

Presidential Aide and State Council Secretary Igor Levitin and Moscow Mayor Sergei Sobyanin co-chaired a meeting of the State Council Commission on State and Municipal Administration.

The meeting was attended by Ivanovo Region Governor Stanislav Voskresensky, Tula Region Governor Alexei Dyumin, Chelyabinsk Region Governor Alexei Teksler, Moscow Region Governor Andrei Vorobyev and Leningrad Region Governor Alexander Drozdenko, as well as representatives of federal, regional and municipal government bodies and expert organisations.

The participants reviewed the methodology for assessing the efforts of regional executive bodies to create a comfortable living environment. The methodology, which was drafted at the instruction of the President, was presented by General Director of the Agency for Strategic Initiatives Svetlana Chupsheva. Following the discussion, it was decided to approve the methodology in principle, monitor its application in 2021 and make adjustments if needed.

The second item on the agenda was a draft federal law on general principles of organising government authority in the regions of the Russian Federation. It was submitted to the State Duma by Chair of the Federation Council Committee on Constitutional Legislation and State Building Andrei Klishas and Chair of the State Duma Committee on State Building and Legislation Pavel Krasheninnikov.

During the discussion, the focus was on the need to update the list of regional powers so that they can be effectively exercised and adequately funded. The participants also discussed the formation of an additional mechanism for protecting the interests of the regions that provides for the active participation of the State Council in settling disputes and disagreements between regional bodies of government authority.

The recommendations of the participants will be taken into account when the document is prepared for the second reading.
