Head of Rosfinmonitoring briefed the President on the work to monitor public spending, particularly as regards public procurement contracts. International cooperation was discussed separately.

Vladimir Putin signed the Federal Law On Ratification of the Agreement on Partnership Relations between the Russian Federation and the Republic of Chile.

The meeting began with a minute of silence in memory of the victims of the blasts in Makhachkala. Director of the Federal Security Service Alexander Bortnikov and Interior Minister Rashid Nurgaliyev then reported on the situation in Daghestan and the measures being taken to find and detain the terrorist attacks’ organisers, and to help the injured and the victims’ families.

The President gave his instructions during a telephone conversation with President of Daghestan Magomedsalam Magomedov. Mr Magomedov briefed President Medvedev on the situation in the republic.

Dmitry Medvedev signed Federal Law On Amendments to Article 22.1 of the Federal Law On State Registration of Legal Entities and Individual Entrepreneurs and Articles 331 and 351.1 of the Russian Federation Labour Code.

The second Nuclear Security Summit was held in Seoul, dedicated to national measures and international cooperation in strengthening nuclear security.

At the meeting Dmitry Medvedev announced having signed a Federal Law aimed at improving the mechanism of countering legalisation (laundering) of criminal incomes and the financing of terrorism.

Dmitry Medvedev signed Federal Law On Amendments to the Federal Law On Combating Legalisation (Laundering) of the Proceeds of Crime and Financing Terrorism, and to the Administrative Offences Code of the Russian Federation.

Dmitry Medvedev held a meeting with the Interior Ministry’s senior officers, which focused on the current situation and future steps in the Ministry’s reform, as well as police officers’ social benefits.

Interior Minister Rashid Nurgaliyev reported to the President by telephone on the measures the federal Interior Ministry officials are taking together with the police in Chechnya to deal with the aftermath of the blasts in Grozny and find the perpetrators.

Mr Magomedov briefed the President on the socioeconomic situation in Daghestan, in particular the employment situation and schools’ preparations for the new academic year, spoke about the state of progress in carrying out a number of big investment projects in the agriculture sector, including international projects, and presented a project to establish a sturgeon breeding centre. 

Dmitry Medvedev signed Executive Order On the Interdepartmental Commission on Countering Extremism in the Russian Federation.

Safety and security of the fuel and energy complex were discussed.

Dmitry Medvedev submitted the Agreement on Security Cooperation in the Caspian Sea to the State Duma for ratification.
